Carve-Out Notice Any request requiring a write-out of the public or commerical restrictions in the VPL-1.0 is evaluated on a per-project basis and requires formal, separate contract execution carefully negotiated with VolkanaDEV. The VolkanaDEV Government Infrastructure Contract grants a private, perpetual, non-transferable, non-sublicensable license for the approved scope only.

Mandatory cryptographically signed security updates protect the hardware simulator stack. The Licensor's access is strictly limited to low-level system integrity and cannot access, alter, or interrupt the Licensee's high-level software application layers.
